The World Water Forum is the world’s biggest water-related event and is organized by the World Water Council (WWC), an international organization that brings together all those interested in the theme of water. Its mission is “to promote awareness, build political commitment and trigger action on critical water issues at all levels, to facilitate the efficient conservation, protection, development, planning, management and use of water in all its dimensions on an environmentally sustainable basis for the benefit of all life on Earth”.Founded in 1996 with its permanent headquarters in the French city of Marseille, the World Water Council is an international multi-stakeholder platform organization bringing together nearly 400 institutions from every horizon, from nearly 70 countries around the world. By providing a platform to encourage debates and exchanges of experience, the World Water Council aims to reach a common strategic vision on water resources and water services management amongst all stakeholders in the water community.

In the process, the Council also catalyzes initiatives and activities, whose results converge towards its flagship product, the World Water Forum. The World Water Forum contributes to the dialogue of the decision-making process on water at the global level, seeking to achieve the rational and sustainable use of this resource. Given its political, technical and institutional scope, one of the Forum’s main features is the open, democratic participation of actors drawn from different sectors, making it an event of the greatest importance on the international agenda.The World Water Council organizes the Forum every three years together with the respective host country and city. To date, there have been seven editions of the World Water Forum, in different countries, on four different continents. In 2014, Brazil’s candidature to host the event was successful and Brasilia was selected as the host-city for the event. Accordingly, in 2018, Brazil will be hosting the 8th edition of the World Water Forum. It will be the first time the event is held in the Southern Hemisphere.

More than 40,000 participants from over 178 countries are expected to attend the more than three hundred discussions and panels.“Access to water and sanitation is closely linked to our ability to grow sustainably,” said President Michel Temer during the opening ceremony.In addition to world leaders the Forum will also have experts in water, sanitation and development discussing among other things mining residue effects on water sources, the financing of water security and the plight of millions throughout the world who do not have enough water or live with contaminated water.

Among those in attendance during the opening ceremony was the Honorary President of the World Water Council, who highlighted the need to protect water resources and the importance of implementing the objectives of the forum.“Our responsibility is to ensure the availability of water everywhere,” said Loïc Fauchon, the World Water Council’s honorary president.According to him, the World Water Forum has become an indispensable medium for the international community to discuss the sustainability of water resources. “The world is in crisis; political crises, diplomatic, military and, especially, food, sanitation and environmental crises, many of them related to water scarcity.”

In its eight edition, the Forum in Brasilia is the first to be held in the Southern Hemisphere. It is also the first time the Forum will have talks among the judiciary powers, with judges from all over the world discussing the rights of people from all over the world to have clean water.The Forum, to be held until Friday, March 23rd, is expected to produce the Brasilia Letter which will legally recognize access to water as a fundamental right.Its objectives are to promote awareness; build political commitment and integrated action on critical water issues at all levels; and to facilitate the efficient conservation, protection, development, planning, management and use of water in all its dimensions on an environmentally sustainable basis for the benefit of all.The event was officially opened on Monday by the President of Federal Republic of Brazil.

This forum provides opportunities for the Ministry of Development to learn on legislations and water governance, thereby enhancing sound management of water resources and infrastructures. It also provides a unique opportunity to enhance knowledge on water related issues and establishes international collaboration with governmental authorities and NGOs.

ലോക ജലദിനത്തിന്റെ പശ്ചാത്തലത്തിൽ അരങ്ങേറുന്ന എട്ടാം ലോക ജലഫോറം ബ്രസീലിലെ ബ്രസീലിയയിൽ നാളെ സമാപിക്കും. ലോക വാട്ടർ കൗൺസിലിന്റെയും ഐക്യരാഷ്ട്ര സംഘടനകളുടെയും ബ്രസീലിയൻ സർക്കാരിന്റെയും നേതൃത്വത്തിൽ നടത്തുന്ന സമ്മേളനത്തിൽ 150 രാജ്യങ്ങളാണ് പങ്കെടുക്കുന്നത്.

‘മനുഷ്യൻ നഗരങ്ങളിൽ നിന്നു ഗ്രാമങ്ങളിലേക്ക് ശുദ്ധജലത്തിനായി പലായനം ചെയ്യുന്നു’ എന്ന റിപ്പോർട്ടിന്റെ അടിസ്ഥാനത്തിൽ നടന്ന സമ്മേളനത്തിന്റെ പ്രധാന അജണ്ട ‘ജലം പങ്കിടൽ’ എന്നതാണ്. സുസ്ഥിര വികസനം അജൻഡയാക്കുന്ന സമ്മേളനത്തിൽ ഒൻപത് വിഷയങ്ങളിലായി 95 സെഷനുകൾ ഉൾപ്പെടെ ലോകം ഇന്ന് ഈ മേഖലയിൽ അഭിമുഖീകരിക്കുന്ന പ്രശ്നങ്ങളുടെ നേർക്കാഴ്ച വെളിപ്പെടുത്തുന്ന ഹ്രസ്വചിത്രങ്ങളും പ്രദർശിപ്പിച്ചു.

45,000 പ്രതിനിധികളാണ് എട്ടാം ലോക ജലഫോറത്തിൽ പങ്കെടുക്കുന്നത്. ഈ മേഖലയിൽ പ്രവർത്തിക്കുന്ന നൂറിലധികം സ്ഥാപനങ്ങളുടെ സ്റ്റാളുകൾ ഉൾപ്പെട്ട വാട്ടർ ഫെയർ ഫോറവും ആകർഷകമായി. ജനങ്ങളുടെ കൂട്ടായ ശബ്ദത്തിനായി ഒരുക്കിയ പൊതുവേദി സിറ്റിസൺ വില്ലേജും ശ്രദ്ധേയമാണ്. പ്രതിനിധികളായ ആർക്കും പ്രതികരിക്കാൻ അവസരം ഉണ്ട് എന്നത് ഈ ഫോറത്തിന്റെ ജനാധിപത്യ ഘടന വെളിപ്പെടുത്തുന്നു.

ലോകജലദിനമായ ഇന്ന് നടക്കുന്ന മന്ത്രിതല പ്രഖ്യാപനവും അതിനോടനുബന്ധിച്ച് നടക്കുന്ന നയപ്രഖ്യാപനവും ലോകം ഇന്ന് അഭിമുഖീകരിക്കുന്ന ജലസംബന്ധമായ പ്രശ്നങ്ങളുടെ പരിഹാരത്തിനായിട്ടുള്ള നയരേഖ ആയിരിക്കും. ഇന്ന് ലഭ്യമായ ജലത്തിന്റെ കേവലം 0.5% മാത്രമേ ജനങ്ങൾക്ക് ഉപയോഗിക്കാൻ സാധിക്കുകയുള്ളൂ എന്ന തിരിച്ചറിവാണ് ലോകരാഷ്ട്രങ്ങൾ ഈ സമ്മേളനത്തിന് ഇത്രയധികം പ്രാധാന്യം നൽകാൻ കാരണം. ഈ 0.5% ശുദ്ധജലം മനുഷ്യന്റെ പ്രവർത്തനങ്ങളുടെ ഫലമായി അനേകം വെല്ലുവിളികൾ നേരിട്ടുകൊണ്ടിരിക്കുകയുമാണ്. ലോകം നേരിടുന്ന ഏറ്റവും വലിയ ദുരന്തം ശുദ്ധജല ദൗർലഭ്യം തന്നെ ആയിരിക്കുമെന്ന മുന്നറിയിപ്പാണ് ഈ ജലസമ്മേളനത്തിൽ കൂടി പുറത്ത് വരുവാൻ പോകുന്നതും.

ജലപ്രശ്നങ്ങൾക്ക് എല്ലാം ഉതകുന്ന പരിഹാരമാർഗങ്ങൾ കണ്ടെത്തുകയും നിർദേശിക്കുകയും ചെയ്യുക എന്ന ഭാരിച്ച ചുമതലയാണ് ആറ് ദിവസം നീണ്ടു നിൽക്കുന്ന ചർച്ചകളുടെ പ്രധാന ഉദ്ദേശ്യം. ‘ജലം പങ്കിടുക’ എന്ന മാതൃകയാണ് ബ്രസീൽ മുന്നോട്ട് വയ്ക്കുന്ന ആശയം. ഇത് എത്ര രാജ്യങ്ങൾ അംഗീകരിക്കും ​എന്നത് ആ ചർച്ച അടിസ്ഥാനമാക്കിയായിരിക്കും. ജലത്തോടൊപ്പം സാമ്പത്തിക സ്രോതസ്സുകളും അറിവുകളും ശാസ്ത്ര നേട്ടങ്ങളും പങ്കിടുക എന്നത് ഈ ജലഫോറത്തിന്റെ അജൻഡയിൽപ്പെടുന്നു.

ഇന്ത്യയെ സംബന്ധിച്ചും ഈ സമ്മേളനം വളരെ പ്രാധാന്യം അർഹിക്കുന്നു. ജനം ഗ്രാമഗ്രാമാന്തരങ്ങളിലേക്ക് ശുദ്ധജലത്തിനായി പലായനം ചെയ്യുന്ന പട്ടണങ്ങളുടെ മുൻപന്തിയിൽ കേപ്ടൗണും സാവോപോളയ്ക്കും ഒപ്പം ഇന്ത്യയിലെ ബാംഗ്ലൂരും ഉൾപ്പെടുന്നുണ്ട്. ഒരുകാലത്ത് ജീവിത മാർഗത്തിനായി പട്ടണങ്ങളിലേക്ക് കുടിയേറി പാർത്തിരുന്ന ജനം ഇന്ന് ശുദ്ധജലത്തിന്റെ ദൗർലഭ്യം മൂലം ഗ്രാമങ്ങളിലേക്ക് തിരിച്ച് പലായനം ചെയ്യുന്നു. ആശങ്കാജനകമായ സാഹചര്യത്തിൽ വളരെ പ്രാധാന്യത്തോടുകൂടിയാണ് ലോകജലഫോറത്തിൽ ചർച്ച ചെയ്യപ്പെടുന്നത്.

ഇന്ത്യയുടെ ഒരു വിജയ മാതൃക എന്ന നിലയിൽ സ്വച്ച് ഭാരത് മിഷന്റെ പ്രവർത്തനങ്ങൾ അവതരിപ്പിക്കും. അതോടൊപ്പം തന്നെ കേരളത്തിൽ നടപ്പാക്കുന്ന സ്കൂൾ ജല ശുചിത്വ ആരോഗ്യ പദ്ധതിയും ചർച്ചയ്ക്കായി തിരഞ്ഞെടുത്തിട്ടുണ്ട്.
