REFORMS IN HIGHER EDUCATION

Ministry of human resource development (MHRD) has decided to form a fresh commitee to review the UGC regulations 2010. The new changes are meant to help the current norms work even better. The current regulations have positive features that were introduced to protect the interests of students. Most important point in the notification stipulates that the organization applying for the deemed university should be a not profit entity and not to commercialize higher education. UGC norms were especially made to correct unhealthy practices in higher education that have resulted from one's political influence and money power.

These regulations need to be strengthened. The deemed university status of 44  institution is under review based on the report submitted by Tandon committee. These universities were judged as not possessing the the attributes to maintain the deemed status. The UGC regulations create a healthy seperation between the acadamic and management aspect of deemed university by abolishing the 'pro-chancellors' position. In many institution the position is retained by the owner. The government move should not send out wrong signals about its intent in a vital area of national development.
