inauguration function to be held in the afternoon at the Boat Jetty Junction
will be presided over by Labour Minister Shibu Baby John.Union Minister of
State for Civil Aviation K.C. Venugopal will take the salute of the sail past
and Union Minister of State for Labour Kodikunnil Suresh will inaugurate the
mass drill.Fifty-eight boats of various categories, including 18 snake-boats,
are participating in the event.Tourism Minster A.P. Anil Kumar will present
mementoes to the sponsors of the event and Revenue Minister Adoor Prakash will
present mementoes to the dignitaries on the dais. The souvenir of the event,
Ponnodam, will be launched by KPCC president Ramesh Chennithala by presenting a
copy to Mayor Prasanna Earnest. Parvathy who created the logo for the boat race

National Research Professor and cardiac
surgeon M.S. Valiathan will inaugurate the Centre for Innovation and
Development of Affordable Technologies (CIDAT) and the Medical Technology
Business Incubator (M-TBI) of the Pushpagiri Medical Society at a function at
the Pushpagiri Institute of Medical Sciences and Research (PIMSR) at Thiruvalla
on Wednesday,31st October,2012.In a statement here on Tuesday, Fr.
Abraham Mulamoottil, PMS chairman, said CIDAT was an enterprise aimed at
enabling innovation in broad areas of technology and management.Fr. Mulamoottil
said CIDAT would create a new insight, vision, and solutions to the problems
facing the healthcare services delivery in the State and the country as a
whole.It would offer cost-effective and innovative solutions to specific
problems in the healthcare industry and continue to excel through competitive
challenges.
The project would showcase the best
practices all over the world with a strategy to demonstrate how they could be
implemented in the State as well, said Fr. Mulamoottil.He said the PIMSR would
launch its own special purpose vehicle, Cardiot, headed by P.M.John, former
Housing Commissioner of Kerala, on the occasion.Metropolitan Archbishop of
Thiruvalla Thomas Mar Coorilos will preside over the inaugural function.Ananda
Chakraborthy, Professor of Microbiology and Immunology at University of
Illinois; K.C. Chandrashekharan Nair, CFO of Technopark; M.D.Nair, healthcare

മെട്രോ റെയിലിന്റെ നിര്മാണച്ചുമതല ഡല്ഹി മെട്രോ റെയില് കോര്പ്പറേഷനെ ( ഡി.
എം. ആര്. സി. ) ഏല്പിക്കുന്ന കാര്യം വീണ്ടും അനിശ്ചിതത്വത്തിലായി. ഒട്ടേറെ
കടമ്പകളും വിവാദങ്ങളും മറികടന്നാണ് ഡി. എം. ആര്. സി. യെ ചുമതല ഏല്പിക്കാമെന്ന
ഉറച്ച തീരുമാനത്തില് സംസ്ഥാനസര്ക്കാര് എത്തിയത്. എന്നാല്,
ഇക്കാര്യത്തില് കനത്ത തിരിച്ചടിയാണ് ഇപ്പോള് ഉണ്ടായിരിക്കുന്നത്. പദ്ധതി
ഏറ്റെടുക്കാന് ഡി. എം. ആര്. സി. ക്ക് പ്രായോഗിക ബുദ്ധിമുട്ടുണ്ടെന്നാണ് കേന്ദ്ര
നഗരവികസന മന്ത്രി കമല്നാഥ് മുഖ്യമന്ത്രി ഉമ്മന്ചാണ്ടിയെ അറിയിച്ചിരിക്കുന്നത്.
ആദ്യം അനുകൂലമായി പ്രതികരിച്ചിരുന്ന ഡല്ഹി മുഖ്യമന്ത്രി ഷീലാ ദീക്ഷിതും ഇപ്പോള്
സാങ്കേതിക കാരണങ്ങള് പറഞ്ഞ് ചുവടുമാറ്റി . ഇതോടെ കേരളത്തിന്റെ പ്രതീക്ഷകള്ക്ക്
മങ്ങലേറ്റിരിക്കുകയാണ്. ഡല്ഹി മെട്രോ റെയില് കോര്പ്പറേഷന് ഡല്ഹിക്കുവേണ്ടി
ഉണ്ടാക്കിയ കമ്പനിയാണെന്നാണ് കേന്ദ്രമന്ത്രി കമല്നാഥ് വിശദീകരിക്കുന്നത്. ഡല്ഹിയില്
മെട്രോ റെയിലിന്റെ മൂന്നാംഘട്ടം പൂര്ത്തിയാക്കാനുണ്ട്, നാലാംഘട്ടം
തുടങ്ങാനുണ്ട്. എയര്പ്പോര്ട്ട് റോഡിന്റെ അപാകങ്ങള് പരിഹരിക്കാനുണ്ട് എന്നിവയാണ്
കമല്നാഥ് തടസ്സങ്ങളായി ഉന്നയിച്ചിരിക്കുന്നത്. ഡല്ഹി മെട്രോയെ ബാധിക്കാത്ത
വിധത്തില് കൊച്ചി മെട്രോയുമായി സഹകരിക്കാമെന്ന ഷീലാ ദീക്ഷിതിന്റെ ഒഴുക്കന്മട്ടിലുള്ള
മറുപടി മാത്രമാണ് ഇപ്പോള് കേരളത്തിനുമുന്നിലുള്ള ഏക പ്രതീക്ഷ. ഡല്ഹി പദ്ധതിയെ ഒരു വിധത്തിലും ബാധിക്കാത്ത വിധത്തില് കൊച്ചി
മെട്രോ പൂര്ത്തിയാക്കാനാകുമെന്നും അതിനായി അത്യാധുനിക സാങ്കേതികവിദ്യതന്നെ
ഉപയോഗിക്കാമെന്നും മുഖ്യമന്ത്രി ഉമ്മന്ചാണ്ടി കമല്നാഥിനെയും ഷീലാദീക്ഷിതിനെയും
അറിയിച്ചിട്ടുണ്ട്. ഈ അഭിപ്രായത്തില് ഊന്നിനിന്നുകൊണ്ടുള്ള ചര്ച്ചകള്ക്കാണ് ഇനി
കേരളം നേതൃത്വം നല്കേണ്ടത്. കൊച്ചി മെട്രോ നിര്മാണം ഡി. എം. ആര്. സി. യെയും
മുഖ്യ ഉപദേഷ്ടാവ് ഇ. ശ്രീധരനെയും ഏല്പിക്കണമെന്നത് കേരളത്തിലെ ജനങ്ങളുടെ
അഭിലാഷമാണ്. പദ്ധതിക്കായി റിപ്പോര്ട്ട് തയ്യാറാക്കിയതും അനുബന്ധപ്രവര്ത്തനങ്ങള്ക്ക്
നേതൃത്വം നല്കുന്നതുമെല്ലാം ഡി. എം. ആര്. സി. യാണ്. അനുബന്ധപ്രവര്ത്തനങ്ങള്
ഇതുവരെ കാണാത്ത വേഗത്തിലാണ് പുരോഗമിക്കുന്നത്. നേതൃത്വം നല്കാന് ഇ. ശ്രീധരന്
ഉള്ളതിനാല് പ്രവര്ത്തനങ്ങള്ക്ക് ജനകീയാംഗീകാരം നേടിയെടുക്കാനും കഴിഞ്ഞു .
ഇതിന്റെയെല്ലാം പശ്ചാത്തലത്തിലാണ് പദ്ധതിയുടെ നിര്മാണച്ചുമതല മുഴുവന് ഡി. എം.
ആര്. സി. യെ ഏല്പിക്കണമെന്ന ആവശ്യം ജനങ്ങളില്നിന്നുതന്നെ ഉയര്ന്നത്. ഇപ്പോള്
കക്ഷി രാഷ്ട്രീയ ഭേദമെന്യേ എല്ലാവരും ഈ ആവശ്യത്തില് ഉറച്ചുനില്ക്കുകയാണ്. ഡി.
എം. ആര്. സി. യെ പണി ഏല്പിക്കുന്നതിനെ ചില തത്പരകക്ഷികള് എതിര്ത്തതും ജനങ്ങള്
ആശങ്കയോടെയാണ് കണ്ടത്. അവര്ക്കെതിരെ ജനവികാരം ഉണര്ന്നപ്പോള് പദ്ധതി ഡി. എം. ആര്.
സി. യെ തന്നെ ഏല്പിക്കുമെന്നും ചുമതല ഇ. ശ്രീധരനുതന്നെയായിരിക്കുമെന്നും
വിശദീകരിച്ചുകൊണ്ട് സര്ക്കാറിന് രംഗത്തുവരേണ്ടിവന്നു. ഡി. എം. ആര്. സി. യെ അകറ്റാന് ഡല്ഹി കേന്ദ്രീകരിച്ച് ചില
ഗൂഢാലോചനകള് നടന്നുവെന്നും ആരോപണമുണ്ടായി . ഡി. എം. ആര്. സി. യുടെ അടിയന്തര
ഡയറക്ടര് ബോര്ഡ് യോഗം ചേര്ന്ന് ഡല്ഹിക്കുപുറത്തുള്ള പദ്ധതികള് ഏറ്റെടുക്കാന്
ബോര്ഡ് അനുമതി വേണമെന്ന് തീരുമാനിച്ചതുപോലും ഇതിന്റെ ഫലമാണെന്ന് ആക്ഷേപം ഉയര്ന്നു.
എന്നാല്, ഇവയെല്ലാം മറികടക്കുന്ന രീതിയില് ഡി. എം. ആര്.
സി. ക്കു വേണ്ടി പ്രധാനമന്ത്രിയെ സമീപിക്കാനാണ് സംസ്ഥാന മന്ത്രിസഭ തീരുമാനിച്ചത്.
മന്ത്രിസഭാതീരുമാനത്തിന്റെ തുടര്ച്ചയായാണ് മുഖ്യമന്ത്രി ഡല്ഹിയില് ചെന്ന്
കേന്ദ്രമന്ത്രി കമല്നാഥിനെയും ഡല്ഹി മുഖ്യമന്ത്രി ഷീലാദീക്ഷിതിനെയും കണ്ടത്.
എന്നാല്, ആ കൂടിക്കാഴ്ചയില് സംസ്ഥാനത്തിന്റെ താത്പര്യം
സംരക്ഷിക്കുന്നവിധത്തില് ഒരു തീരുമാനം ഉണ്ടാക്കാന് കഴിഞ്ഞിട്ടില്ല.
കൊച്ചിമെട്രോയുടെ കാര്യത്തില്, ഡി. എം. ആര്. സി. യുടെ
അടുത്ത ഡയറക്ടര് ബോര്ഡ് യോഗത്തില് തീരുമാനമുണ്ടാകും. അത് കേരളത്തിന്
അനുകൂലമാകുമെന്ന് ഉറപ്പില്ലാത്തതിനാല് , രാഷ്ട്രീയ ഇടപെടല്
ഉടന് ഉണ്ടാകണം. മന്ത്രിസഭാ പുനഃസംഘടനയോടെ കേരളത്തിന് എട്ട് കേന്ദ്രമന്ത്രിമാരെ
കിട്ടിയിരിക്കുകയാണ്. ഈ അനുകൂലസാഹചര്യം പരമാവധി പ്രയോജനപ്പെടുത്തേണ്ട സമയമാണിത്.
സംസ്ഥാന സര്ക്കാറും ജനപ്രതിനിധികളും ഇവിടെ നിന്നുള്ള കേന്ദ്രമന്ത്രിമാരും
ഒറ്റക്കെട്ടായി ശ്രമിച്ച് , കൊച്ചി മെട്രോ റെയിലിന്റെ
കാര്യത്തില് ജനഹിതം അംഗീകരിപ്പിക്കുകതന്നെ വേണം.
Cyclone 'Nilam' is expected
to make a landfall this evening between Cuddalore in Tamil Nadu and Nellore in
Andhra Pradesh, bringing in heavy rains in the region, with tide levels
reaching 1.5 meters. "The cyclonic storm, which lay about 320 km south-south
east of chennai at 0530 hrs today, will move North-North westwards and cross
North Tamil Nadu and adjoining south Andhra Pradesh between Cuddalore and
Nellore near Chennai by October 31 evening", a weather bulletin by the Met
department said. Storm surge of about one to 1.5 metres over the
astronomical tide would occur, inundating low lying areas of Chennai,
Kancheepuram, Tiruvallur and Nellore district of Andhra Pradesh, it said. Under
the influence of the system, very heavy rainfall and extremely heavy rainfall
(of 25 cm or more) is expected in the next 24 hours, it said. 
Chances of the Delhi Metro Rail Corporation (DMRC) appears to have receded somewhat with Union Urban Affairs Minister Kamal Nath pointing out that the DMRC had ‘limitations’in taking up the State’s prestigious infrastructure project.Although Chief Minister Oommen Chandy met both Mr. Kamal Nath and Delhi Chief Minister Sheila Dikshit on Monday and pleaded with them to allow the DMRC to take up the Kochi Metro project, the indications from at least Mr. Kamal Nath was clearly not positive. He gave sufficient hints that the DMRC, which is all set to take up around 400-kilometre third and fourth stages of the Delhi Metro project, cannot take up additional work all that easily.However, Mr. Chandy appeared optimistic about a last-minute salvage operation and told reporters at New Delhi that DMRC adviser E. Sreedharan, on whom the State was pinning all its hopes, would be in the State on Wednesday for discussions on the best course forward. He rejected suggestions that the Urban Affairs Minister had rejected Kerala’s plea for DMRC’s participation in the Kochi Metro project. “The response is not negative. It is just that they have pointed out some practical difficulties,” he said.
